remote MySQL connections?

Sometime over the weekend(pretty sure it was saturday) we had a mysql error on our page. Too many MySQL connections. The site is back up today but I can't connect with MySQL Administrator to make a backup of the DB. I am making a backup using PHPMY admin from the cPanel and that appears to be working(although more cumbersome than MySQL Administrator). I believe we are hosted on the Dallas server. Anyone else having trouble with remote MySQL connections on that server?
